PRESIDENT
Chris Tarmann | UW Oshkosh Police Department

Bio:
Chris Tarmann serves as the Chief of Police at the University of Wisconsin Oshkosh Police Department. He has been in law enforcement since 2002 and has held leadership roles at UWOPD since 2011. Tarmann has also served with the Village of Winneconne Police Department, Montello Police Department, and the Marquette County Sheriff’s Office. He has an Associate's Degree in Police Science from Fox Valley Technical College, a Bachelor's Degree in Human Services Leadership from UW Oshkosh, and he is a graduate of Wisconsin Command College, Class # 7.
Chief Tarmann has more than 15 years of experience developing innovative safety and wellness initiatives. His work includes creating WILE Guardians, a statewide wellness app for law enforcement; launching We Heart You, a nationally recognized program connecting community members to critical resources; co-creating an event called Run With the Cops which raised nearly $500,000 for Special Olympics Wisconsin over 10 years; and co-hosting UWOPD on the Mic, a podcast designed to strengthen police and community relationships.
He has been a leading contributor to the Wisconsin Active Threat Integrated Response Conference (ATIRC) since its creation in 2017 and was one of the founding members of the Wisconsin Active Threat Training Association. Chief Tarmann has been teaching Active Threat Response since 2010 to include Civilian Response to Active Shooter Events, ALERRT Level 1, and Active Shooter Incident Management. He has taught DAAT, Firearms, and Tactical Response and he currently teaches in the 2 year Criminal Justice program at Fox Valley Technical College. He is a strong advocate for advancing the way communities prepare for and respond to critical incidents.
Throughout his career, he has demonstrated a passion for creating impactful, life-saving programs that build resilience and safety in both law enforcement and the communities he serves.
Chief Tarmann was named a member of the Dale Brunner Hall of Fame in 2023 and received the UW Oshkosh Alumni Service Award in 2024 for his service work in many areas of the community. ​

VICE PRESIDENT
Josalyn Longley | Dane County Sheriff's Office

Bio:
Deputy Josalyn Longley joined the Dane County Sheriff’s Office in November 2000, starting at the Dane County Jail. In 2005, she was promoted to Community Deputy at the West Precinct, where she collaborated with other agencies and the community to address issues and provided presentations on drug and internet safety.
In 2016, Deputy Longley established the role of Emergency Preparedness Coordinator for the Dane County Sheriff’s Office, where she leads initiatives in Active Assailant Preparedness through presentations, training, and meetings. She continues to serve in this position.
She has received the National Sheriffs Association Medal of Merit, the Wisconsin American Legion Law and Order of the Year award, and the Dane County Chief’s of Police Community Policing Award. She has had the honor of presenting at the Badger State Sheriff’s Conference, the Wisconsin Emergency Management Conference, and the National Sheriffs Conference.
Deputy Longley is a co-founder and the Vice President of the Wisconsin Active Threat Training Association and a member of the Wisconsin Active Threat Integrated Response Conference since 2018. She holds certifications as an instructor for Stop the Bleed, ALERRT Civilian Response to Active Shooter Events, Active Shooter Incident Management, and ALICE active shooter training. Since 2013, she has also been a member of the Dane County Sheriff’s Office Hostage Negotiation Team. Additionally, she is honored to be a RExerciser with the "I Love U Guys" Foundation.

TREASURER
Jay Darin | Retired FBI

Bio:
Jay Darin began his law enforcement career in September 1996 as a Special Agent with the Federal Bureau of Investigation (FBI), retiring in October 2024 after 28 years of distinguished service. Upon graduating from the FBI Academy in Quantico, Virginia, in January 1997, he was assigned to the Chicago Field Office. In 2005, he transferred to the Milwaukee Field Office, where he served until his retirement.
Throughout his career in both Chicago and Milwaukee, Jay focused on violent street gang and criminal enterprise investigations. He served as the case agent on several major gang indictments in Chicago and Milwaukee and received numerous awards and commendations, including the Wisconsin Narcotics Officers Association’s “Investigation of the Year” award in 2011.
A law enforcement instructor since 1999, Jay has specialized in firearms training, SWAT operations, patrol tactics, and active shooter response/incident management. He earned his Emergency Medical Technician certification in 2003 and also instructs first responders in Tactical Emergency Casualty Care (TECC) and Rescue Task Force (RTF) operations.
As the FBI’s Active Shooter Coordinator for the State of Wisconsin from 2013 to 2022, Jay developed and coordinated a statewide active shooter response training program for law enforcement, Fire/EMS, and civilian audiences. In 2016, he founded the Wisconsin Active Threat Integrated Response Conference (ATIRC) and served as Chairperson for seven years, growing it into Wisconsin’s largest integrated first responder conference. In 2024, he co-founded the Wisconsin Active Threat Training Association (WATTA), where he currently serves on the Board of Directors as Treasurer.
Since retiring from the FBI, Jay continues to teach nationally in the areas of active shooter response and school safety. He is an Adjunct Instructor with the Advanced Law Enforcement Rapid Response Training (ALERRT) Center, C3 Pathways/National Center for Integrated Emergency Response (NCIER), The “I Love U Guys” Foundation, and Peaceful Warrior (PW) Training Group. Since 2013, he has trained more than 10,000 first responders and countless civilians in active shooter response tactics, incident management and school safety. His teaching has reached international audiences as well—most notably leading an FBI team to provide active shooter training to law enforcement officers in Brasília, Brazil, in 2019.

SECRETARY
Stacy Lenz | Department of Justice
Training and Policy Advisor for the State of Wisconsin Department of Justice Division of Law Enforcement Services. ​
Bio:
Stacy holds a degree in Education and Criminal Justice from the University of Wisconsin - Madison and is a graduate of the Wisconsin Command College Program, Class #3. The Wisconsin Command College is a Certified Public Manager Program offered in collaboration with UW–Madison’s Local Government Education Program and the Wisconsin Department of Justice. Stacy has served with the Wisconsin Department of Justice, Division of Law Enforcement Services since 2010 and currently works as the Training Advisor and Event Manager, overseeing statewide leadership training initiatives and large-scale law enforcement events. In addition, Stacy has been a member of the WATTA Training Committee since its inception, where she manages logistics related to registration and event coordination.

SECOND VICE PRESIDENT
Jason Kelley | Retired Law Enforcement

Bio:
Jason Kelley began his law enforcement career in 1996 and retired from the City of Beloit (WI) Police Department after a distinguished 26-year career. During his tenure, he served in multiple roles, including Patrol Officer, and was a long-standing member of the Tactical Operations Unit
(TOU). Over 25 years with TOU, Jason progressed from operator to Tactical Operations Commander.
For more than two decades, Jason specialized in delivering training in firearms, tactical operations, active shooter response, and emergency medical procedures. He played a key role in the development and implementation of the Beloit Police Department’s Community Active Shooter Response Program, providing comprehensive training to municipal employees, local
businesses, and educational institutions.
Jason is a co-founder of the Mercyhealth Tactical Training Center (now the Trauma Preparedness Center), where he was instrumental in designing and instructing programs
focused on Tactical Emergency Casualty Care (TECC), Rescue Task Force (RTF) operations, Community Response to Active Shooter Events (CRASE), and other safety and medical training curricula. He has been an active participant in the Wisconsin Active Threat Integrated Response Conference since its inception and currently oversees the Vendor Show for the conference.
Following his retirement, Jason continues to provide instruction and consulting in active shooter response, school safety, and emergency medical training, serving as an instructor for several nationally recognized organizations:

The “I Love U Guys” Foundation, delivering training on the Standard Response Protocol (SRP)-a unified crisis response framework that establishes common actions and shared language for emergencies-and the Standard Reunification Method (SRM), a structured process for safely reuniting students with parents or guardians following a crisis, emphasizing accountability, communication, and emotional support.

Advanced Law Enforcement Rapid Response Training (ALERRT), a nationally recognized active-shooter response program based at Texas State University, focused on saving lives through rapid threat neutralization, tactical effectiveness, and coordinated multi-agency response.

C3 Pathways, an organization dedicated to helping law enforcement, fire, EMS, emergency managers, and 911 dispatchers prepare for and manage active shooter and mass-casualty incidents through integrated response training.

Peaceful Warrior Training Group (PWTG) is a professional training cadre that develops preventive strategies, incident response protocols, tactical decision-making skills, and active shooter first care methods-delivered through a comprehensive, all-
you-need-to-know approach to active shooter preparedness.
Additionally, Jason is a co-founder of the Wisconsin Active Threat Training Association (WATTA) and serves as Second Vice President on its Board of Directors. WATTA oversees the Wisconsin Active Threat Integrated Response Conference, where Jason manages vendor
logistics and coordination.
